rom hacking is important,interesting to those who'd like to alter game's graphics,dialogues,levels or any gameplay elements.the best is done via hex and some other tools. once job is completed,it may be uploaded for others to play and,generally,it is done by making a patch in IPS format this IPS,later on,can be applied to the unmodified ROM.
IPS is a format for recording the differences between 2 binary files,erm,between unmodified and hacked roms..IPS is still used today,for small patches though..soo,start the app,select rom and ips,then apply patch.
